DoubleClicking on *.hta file opens only an empty window?

When I click on a certain Win7 computer on a *.hta file (=HTML Application), then only an empty window is shown (with title bar).

When I click the same file on other Win7 computer an application form opens (as intended) in the window.

So whats wrong with this first Win7 computer?

Does *.hta need some special libraries installed (Powershell,...?)
