Download program on 1 account, appears on 2

I have 3 Windows user accounts. I would like to be able to keep the files and programs on each account separate from one another.

If I download, say, World of Warcraft on my gaming account (which I can set time limits for), then it appears on my work account as well (which I can't set time limits for). If I then delete it on my work account, it deletes it on my gaming account too.

The games do not reach my 3rd account, but I can't use that account since I don't know the password for it (that's how I limit my gaming time).

What I'm wondering is, how can I download a program and isolate it to one user account? Or, how can I delete files and folders without it doing so on multiple accounts?

The only way I found to do this;

I run a pc with 3 user accounts all admins

install program, and log to other account and remove Icons from desktop and delete from all programs section, this doesnt remove the program but other account do not see the program available, I guess if the other people using the pc where savy enought they could go to the c drive and launch them naually but this is not my case, so basically they dont know its there.
