Download Speed Fine, Upload Speed Non-existent?

All of a sudden while browsing, I get insanely slow loading times, with multiple timeouts. I go on speedtest and this is my speed. I get random latency spikes during video games. I could barely upload the picture of my speedtest results, and I'll be surprised if this thread even makes it. What is happening? How can I fix it? Thanks

I've tried disabling all startup programs and rebooted, nothing
Restarted router, nothing

I have a Belkin Enhanced Wireless Router F6D4230-4 V1

I have rebooted, I have rebooted my router, I have disabled all startup programs and rebooted, and nothing.

My ISP doesn't provide any help on this, and it is not their problem anyway, since other devices in my home have good upload speeds

wireless or wired? Go into Safe mode with networking and try it out there. Eliminate all third party b.s. Also uninstall reinstall NIC drivers.

Also, do you have ASUS icontrol installed? It can be the problem. Both you and darkblood have ASUS.

No, I don't have icontrol installed (I used to have ASUS Suite a long time ago, but it was messing my fan speeds). The conection is wired and the problem persists even in safe mode. Already did uninstall the NIC drivers a couple of time (installed different drivers too). No luck yet.
