Downloading Adobe Flash Everyday. Why is it gone repeatedly?

Ok so when i go on the internet to watch a video or something, it says i need to download the latest version. I have done this everyday for the past month. Somehow, it is deleting itself after i shutdown the computer. I have uninstalled my browsers and adobe flash many times and reinstalled but still the same thing happens. I've looked everywhere for a solution but no one has one. Does ANYONE OUT THERE KNOW WHY THIS IS HAPENNING?!!

I'm running 64-bit, browsers are IE9 and Chrome

I do not use Chrome, but I know that when I encounter this problem (I use Firefox.), I have to enable cookies for the site giving the message.
