Actually it is a working link and I went to download just to review it and am not happy to report that it adds another bit of software to get to the download. Being somewhat apprehensive when this happened I did search a bit more wider via DELL and found one of the DELL Reps pointing folks to the DELL Webcam Manager which really is on the DELL site at Drivers and Downloads
This seems to be the regular Creative software DELL has branded for the internal 1.3 Mb Webcam they offer in the 14 series and 15 series laptops, hope this resolves the issue for the OP.
