dual pci riser setup

hi all, have just got a spectra media centre off flea bay but am having a few problems. it has been fitted with a gigabyte motherboard but it is still using the spectra pci dual riser. in the dual riser it had a freeview tv reciever and i decided to add a freesat reciever to the other slot. however. the freesat card is not detected when put on the dual riser with the freeview card. i have experimented a little and both cards work on 1 slot but the other slot doesnt seam to work at all. is this a faulty slot on the riser or is it a configuration issue? i am a bit of a duffer with computer setup but would be ok with a step by step guide. thanx in advance.

I would also print a owners/users manual from the Mfgr's website for reference. Then enter into the bios and see what settings might control this second PCI slot.
