I installed a new HDD and it all seems to run properly BUT I am also trying to install a usb wireless adapter. When I insert the cd into the drive it lights up and spins but nothing comes up on the screen. Any suggestions?

It seems like an issue with the DVD drive of the system. You can follow the below link to resolve issues with the DVD drive of the system:

In order to isolate whether its an Windows issue or issue with the Drive we would try to boot the system through a CD.
Insert the "" Drivers,Utilities and Diagnostics Disc "" in the optical drive, and restart the computer.
1. Tap the F12 key during startup until the One Time Boot menu appears.
Note: If the One Time Boot menu does not appear, restart the computer and try again.
2. Press the <Down Arrow> to highlight Boot from CD, and press <Enter>.
3. In the "" Drivers,Utilities and Diagnostics Disc "" menu, select Run the 32 Bit Dell Diagnostics, and press <Enter>.
4. The Dell Diagnostics screen appears it means it has booted through the CD. Please shutdown the Computer and start it normally.
