DVD drive only works when scan for new hardware

for some reason the DVD drive only shows after i scan for new hardware

for example, i can turn on the computer now, and it doesn't see the second DVD drive, just the first one. but the minute i scan for new hardware, it pops up.
but if i restart, its gone again? what's up with that?

In diskmanagement when it shows has it a drive letter assigned to it? If not assign 1 (right click).
