DVD drive will not open folder to view files with Windows Explorer

I recently bought a second internal dvd drive, physically installed it, plugged it into the last remaining SATA port on the mother board.

When I inserted a data dvd, autoplay popped up giving me one option - to open folder to view files with Windows Explorer. When I clicked that option nothing happened.
When I insert a blank dvd, Nero opens its burning app as it is set to and I'm able to burn a dvd on that drive. Nero is also set to verify the compilation which it does with no problem.
When i reinsert the same dvd, the same option pops up with the same result - nothing.
When insert an audio cd, Winamp will play the cd but I'm not able to "open" the cd with Windows Explorer.

By trying all combinations of cables and dvd drives to make sure that both the cables and drives were working properly, I determined that whatever drive was plugged into that last SATA port would not function properly.

The only options in my BIOS that I could find referring to SATA drives was to enable or disable the SATA controller.

I'd really like to have both dvd drives fully functional and any help would be greatly appreciated. Thank you.

First of all explain in detail...

1.DVD Drive is visible in My computer?
If not so remove the dvd drive and reconnect to system.

2.Can you eject automatically the DVD from my computer Through eject option?

3.Can you eject manually??

4.Can you View files and folders in drive?

Sorry - here's a few details I forgot to mention:
Both drives show up in Device Manager as working properly. Both drives show in Computer. Both drives show when a disc is present. I can eject both manually from the context menu.

Update: I had to remove an internal hdd because it was making more noise than I could stand. This freed up one of the SATA ports which I plugged my second dvd drive into. No change in behavior.

Looks like I'm on my own on this one.
Well here's a few more things anyway. It seems that whichever optical drive is connected to the higher numbered SATA port is the one that will not allow me to perform any file operations from Windows Explorer. I am able to list files on a disk inserted in that drive, however, from a command prompt.
Most of what I found around the web about optical drive problems was for drives that were not detected. One suggestion for that was to delete upper and lower filters in the registry for entries with this name: 4D36E965-E325-11CE-BFC1-08002BE10318. I got the impression there should be only one but I found about 24 and so deleted any upper or lower filters associated with all of them after which the system could not boot. Did a startup repair and then back to the image I'm using now with the problem.
The best thing that HP support could suggest was to do a system restore. So I did a fresh install of Windows with any new hardware removed, installed the second DVD drive, and lo and behold, both drives worked as expected.
So, somewhere between my last fresh install and making the image I'm using now with all the apps that I use and all the tweaks that I like, something slipped in to cause me grief.
I don't have time right now to start from the beginning to start adding things to find out which app or piece of hardware is the culprit, but I'll keep up this monologue until I do.
