dvd player not working

I have a persario CQ61 that will not play dvd's. It goes to the dvd screen then it pops up the screen that says somthing about reagional codes. This laptop has never played then for me. The cd stuff works well, just not the dvd. I did use the botton that said web pach and it did not help.
