If its not bad discs, replace the noisy drive. New CD/DVD burner drives are relatively inexpensive.

I've seen new drives that were noisy. The OEM drive in a new Dell I had was noisy.

Check the mounting to make sure the drive is mounted tight. If it is, then its just a bad drive.

Is there any way to fix it without buying a new one?

No way to fix it that I know of. DVD drives are inexpensive and in the "not repairable" category as it would cost more to fix than replace. New drives can be purchased in the US for less than $20 (US).
