i have outlook and windows live and can receive on both but cant send. i get; socket error 10013; connection to server has failed; ssl secure: no. can n e 1 out there help me?

Your smtp settings are incorrect. That is why you cannot send email
Check the settings with your ISP
Who are you using for an ISP?

i use sbc/att. should i contact them or try to change the settings myself

Do you know how to check those settings? And, yes. It would be good to contact ATT customer service and let them walk you thru your setup.
