It depends on your wireless router, many will allow you to create a 'guest account' that you can then limit in whatever way you want. Just google 'throttle guest wifi'

There's a ton of information on the subject.
If your router doesn't support it, I don't know of any other way though.

Internet Connection Sharing
To enable ICS modem should be bridge mode, so can u can dial a connection from your computer. Now when u enable share on that dial-up connection, your pc will be on ICS. It will share Internet connection with other pc's.
Then your pc will become a main computer and others will be a client. When your pc will be disconnected other pc's or laptop will loose internet connection.
So you are sharing a internet connection, u can install Net Limiter software where u can limit the outgoing connection speed.

For more information on ICS, I think starting with the windows Help and Support is the best way. Simply enter ICS in the search box.

Note: You might found somewhere while searching that u need two LAN interface in your pc i.e, one for incoming and another for outgoing. But let me tell u, u dont need that, this can be done on a single lan port. Your wireless router will automatically start sharing when u enable ICS.

So first start with Help & Support and feel free to ask if u stuck anywhere.
Remember, your router should be in a bridge mode.

i get this when i instaal the app
I think there is something wrong with the installation package. May be corrupt.
I'm using it, it works fine with every windows. Make sure u've 32 bit one.
Both 64 & 32 come with different package.
I've NetLimiter 3 Pro

Let's get this straight. It's your router and you are letting your neighbour(s) surf the Internet (and potentially the contents of your system) free of charge? And they are taking advantage of this and using up most of your bandwidth?

How do you connect to the router? If by Ethernet cable, you can just turn the wireless section off (and/or unscrew the antenna) when you want an uninterrupted connection. Your neighbour(s) can't complain, since they are having what is in effect a free connection. If they do complain about you disconnecting them, then I think it's about time that you told your neighbour(s) (politely) that they should pay a nominal amount per week/month for the use of your connection or, if they refuse, to get their own router and pay their own bills. Download speeds in South Africa are low enough (Your Specs: 54Kb/s) without others leeching your connection.

There's something to this. I don't know where you are, but in the US I don't know of any TOS where this is legal. What's more, if among all those voluminous downloads there are copyright violations - or worse - you may find yourself seriously on the wrong end of the law. I'm not a lawyer, but that's something to think about.

Now to the problem. Looking at your router's data sheet, it supports QOS. This means that you can isolate clients, perhaps by MAC address, and limit their bandwidth. You may be able to limit usage times as well. Or maybe you can create a second SSID which they use and limit its bandwidth - a better way to do it.

Or you could play with the broadcast channel and find a frequency that doesn't work well over distance - and use it.

I tend to think the straightforward personal approach may be best - that is, if this arrangement should continue at all. I would be careful.

Why dont u trying the way i've told u...
If u've user id & password provided by your service provider then u can easily do it.

U just need to share your internet connection in a home group like we share files.
and then u'll have a chance to limit it via that software.
