Editing custom themes

I found a theme that I absolutely love. However, there are some things that sort of... irk me. I was wondering how I could edit some things about the theme, namely the taskbar and the color of the highlighting drag-box.

I understand that I would need Vista Style Builder? Is this true? How do people build themes for windows 7?
