Solved Electric shock from laptop charger

Can a laptop charger give an electric shock? I accidentally got the plug on my arm and I felt a little shock feeling. The charger is 19V at 2.1 amps. Last time though, I have touched it with my hands and I didn't feel any shock.

Sometimes the following can happen. You are charged up with static electricity and you get a shock touching a device that may or may not be grounded / earthed. Or when you unplug an electronic device there can be a small shock voltage from the collapse of the magnetic field called a BACK EMF

Well, I had no symptoms of electric shock, so I guess I'm fine.
