Its not safe to use internet while AV is off.

Did you try AVG advance settings?
-Choose Resident Shield
-Exclude Files
-Locate Smartbro.

I forgot if Smartbro use a software to dial to connect Internet Connection.
I hope it does.

Have you tried other AV rather than AVG? If your problem still persist, try this:

Malwarebytes.org

Excuse me but I was giving him a suggestion to scan with Malwarebytes just in case something is hooked to his connection that shares it. Something might be hooked since he doesn't use a firewall. I didn't elaborate much because my Internet is quite slow this time and it takes 20-30 seconds to load the forums.

I think? Its not the virus issues here.

Why? Turning Off AVG he can connect.

Its the AVG resident shield maybe the issues here.

i'd change av anyways. AVG was once a good option as a free av, but now it's really lacking and has lost it's thrown to better services. i'd switch to either http://www.microsoft.com/security_essentials/ or avast! - Download Free Antivirus Software or Internet Security

You're right. Avast! free is a good choice same as MSE.

Where are you from? I'm a Globe Tatoo user though. I hate the speed and especially the HSDPA stick of SmartBro.

AVG is a curse. Use something like Microsoft Security Essentials or Avast.

Not both at the same time. Just use one of those two. Can't go wrong. I use and highly recommend MSE myself.
