Elusive Event Viewer Error 10010 pertaining to WinInetBrokerServer

The following Event Viewer error is generated at bootup:

The server {F9717507-6651-4EDB-BFF7-AE615179BCCF} did not register with DCOM within the required timeout.

The associated App ID for the "key" is WinInetBrokerServer.

I have seen others mention this error (often times with many other errors) but no one seems to have mentioned how they solved it. I have tried adding permissions to the key but that has not helped.

Does anyone know how I can fix this? Is there some way to uninstall/reinstall this feature/service via windows?

Maybe it's an old botnet from a hacker that's already been busted

I managed to fix it by uninstalling IE11. But instead of reverting to IE8 and upgrading to IE11, I downloaded the 64-bit IE 11 off the Microsoft website and installed it that way (windows links often get phased out, but here's the link at the time):

So I think the there was a bug (or a problem I might have created myself somehow) in an earlier version of IE that got inherited or the upgrade from IE8 to IE11 produced the bug.

Actually the error came back. So what I did was I just took ownership and deleted the 6 registry keys that referenced F9717507-6651-4EDB-BFF7-AE615179BCCF. The error disappeared BUT I think that ended up locking me out of Windows XP Mode...
