Okay, I followed your steps and made sure every update was installed except for the Microsoft Bing Desktop. It never asked me to install any language packs though, so I didn't worry about those. I encountered error codes for three failed optional updates; I googled the codes and it looked like they were the result of Windows trying to update a driver that was already up-to-date. I used Device Manager to manually check the three drivers instead and made sure they were installed correctly.
I rebooted after every update and kept going through the process until Windows Update gave me the "Windows is up to date" message twice in a row. Then I validated Windows 7, and rebooted again, and checked that Windows Update was still showing it was up to date.
Attached is the file generated by the PowerShell script after this was done.
