Error 503 on regular laptop

Hi all!

The problem is as follows. Laptop is getting Error 503 on some websites, which then refuse to work. Most googling lead me to IIS and Windows Server related troubleshooting but I'm just dealing with a regular laptop owned by a non-technical user here. Problem persists with both Firefox and Chrome. IE... actually works, wow.

Any ideas?

I actually found that tutorial and I'm sad to say it wasn't of any help.

1. Refreshing won't help.
2. Router ain't the problem. Other PCs connected to the router can reach the pages just fine. Plus IE on the problem laptop reaches the sites fine.
3. The website ain't the problem. Other PCs can reach it just fine, even using the "problem browsers".
4. I'm pretty sure that waiting won't help. The problem has been present for over six months, apparently.
