Error 651 pop-up in Live Mail

Can someone help me get rid of an annoying pop-up window in my new Windows 7 email?

Even tho' I am auto connected to HS broadband and have no problem with my browser, when I access my Live Mail I always get a pop-up window headed "Dial-up Connection" which appears to be trying to dial. If I ignore this pop-up I get a second pop-up 20 seconds later headed "Error connecting to broadband" (even tho' I am already connected)> it then says Error 651. Behind these pop-ups my new emails are happily loading!

From my searches it appears that error 651 is a common problem.

This old senior would be very grateful for any advice.

WLM>Tools>Options>connections>ask before dialing a connection, should be ticked

Under "connections" there are three sections: "Dial-up", "Internet Connection Settings" and "Connecting to Windows Live services".
For "Dial up" there are two boxes, namely "Ask before switching dial-up connections", and "Hang up after sending and receiving". I don't see an option for "Ask before dialing a connection". I have tried checking, and unchecking these boxes - to no avail.

Under "Internet Connection settings" I have clicked "Change" and checked the box labeled "Never dial a connection" - still no joy.

I will look into that setting, I think that is the source of the problem. If I come up with anything I will post.

Yes - "Never Dial". I have compared the Internet settings on IE with the same on Live Mail and they appear to be identical. Interestingly I never get the pop-up windows on IE. Curious!
