Error / Alert Windows Fly Under

Some of my Windows error messages do not receive priority treatment and end up hiding behind other windows... and since they don't show up in the taskbar, they go un-noticed until I close all other windows.

Any idea on how to give Windows alerts and error pop-up windows top priority so they always land on top of all pre-existing windows?

In the most recent case, it was an alert that the system could not install .NET Framework 1... which was needed for SizeFixer XL that I wanted to install.
