Error Codes 490 & 80070663

I was initially trying to start up two programs, but got this error message:

The program can't start because api-ms-win-crt-runtime-l1-1-0.dll is missing from your computer. Try reinstalling the program to fix this problem.

So, I went to google for this issue and saw I may need to update Windows, then install Visual C++ Redistributable. So, I tried updating Windows and got the error codes 490 and 80070663. I am running Windows 7 32-bit and have the logs attached for those that need it.

Hi KVP,
can you run this tool in aggessive mode please.

then try the standalone download for KB2552343.
If it works try downloading the rest normally.
If the update fails can you run this tool, copy/paste the output.
