Error in IE 11 - "This page can't be displayed"

I have been experiencing the "page can't be displayed" when clicking on some links in IE 11 or sometimes I get the error message within a page. This happens only in IE, not in Firefox. I received an email newsletter and when I move my mouse over the link, at the bottom of the page it shows the link as:

http://goo.gl/5P4EZo

If I set IE as my default browser and click the link it fails to expand and bring up the web page. In the web address bar, it shows the above link. However, if I set Firefox as my default browser and I click on the link, it goes through and brings up the page and has the follow address:

http://www.scottevest.com/mm5/merchant.mvc?Screen=CTGY&Store_Code=sev&Category_Code=sev_collection_sale&utm_campaign=kim_komando_07_25_14

I suspect the link is a shorted substitute link like "tiny url" or similar using Google. What is preventing IE from going to the web site like Firefox does?

I would suggest using Alt+TD or Gear symbol/ Safety/ Delete browser history,
Uncheck the top box and click on Delete,
Close ie and re-open and test,

I found out what is giving the error, now I need to know WHY and what to do.

I tried clicking on the following link from my favorites: TinyURL.com - shorten that long URL into a tiny URL

I got the same error message: "This page can't be displayed". This was weird because I used this link from my favorites for years. I went into Tools>Internet Options>Security tab, then I unclicked "enable protected mode". And the link opened. Now when I open a page I keep getting the warning Protected mode is off.

I don't want to continue to use IE with protected mode off. Something has happened within the last few weeks - maybe a Windows update? Anyone have any ideas on what to do to correct this problem?

Yes. I am still working through it. I confirmed that I am actually running IE 11 in 32 bit mode. If I run it in 64 bit mode, a number of my add-ons indicate they are incompatible.
