Error; Microsoft Visual C ++ Runtime Library

I have a Toshiba satellite A660 and I can no longer open my hardware setup program. On every attempt An error box titled; Microsoft Visual C ++ Runtime Library, with the words inside the box saying; "This application has requested the runtime to terminate it in an unusual way" appears. Uninstalling and then reinstalling the hardware setup program makes no difference, neither does doing a system recovery or registry clean ups. This appears to be a Windows and not a Toshiba software problem. Can anyone advise, thanks, Jeff

Don't really know what it is as I've never owned a laptop.

It would seem that its possibly connected to a file in windows system called rundll32.exe but I dont know how to verify or fix that

Ive done malware and virus checks which come back clear as well as registry clean and defrag.
