Error(s) Code 9C48

I have been getting this Error Code 9C48 while doing my windows updates. Internet Explorer 11 for Windows 7 for x64-based Systems



I think thats why i cant install Microsoft .NET framework 4
keep getting a error message.
Final Result: Installation failed with error code: (0x80070643), "Fatal error during installation. "




Windows had a look at my computer by remote access and said it's a problem with my registry and they can fix it but it's not part of their free service and I would have to pay for it
