Error: Windows has blocked this software

When I try to open a tutorial cab file, I get the following error:
"Windows has blocked this software because it can't verify the publisher."

What do I do?

What happens if you go to the file properties and hit Unblock?

I'm running a search for the file. I can't find it anywhere.
