Event ID 1000 KERNELBASE.dll when Installing Program

Excuse me Please:

I am experiencing an odd problem when I attempt to install a specific program.
I have thus far installed other programs on this fresh install without issue....
*OS: Windows 7 Ultimate 64bit (all recent Security patches slipstreamed; Clanger v4 NTLite pre-set)
*.NET 4.6.2 manually installed. (required for WFC)
*logged into Administrator account.
*UAC disabled.
*no AV present.
*BlackViper win7-defaults Service config established.
*no third-party programs set to run at start-up.
I receive the following:
WFC.exe

5b61b18b
KERNELBASE.dll
6.1.7601.24354
5c3565f7
e0434f4d
000000000000be0d
I have some to understand that basically, applications crashing on Kernelbase.dll are
trying to do something that is not allowed by the operating system.

So.
How do I determine the *what* is doing the preventing?
OR
How to determine what the WFC.exe program is requesting?

There are literally lots of reasons for an Event ID 1000 App Crash, and that makes it one of the hardest Event Errors to deal with.
Event ID 1000's rarely occur on their own. They are usually accompanied by Event ID 1001.
What is WFC.exe? Whatever this program is, it is requesting the use of the module KERNELBASE.dll via an API, but is receiving an error instead. This could mean a bug in WFC.exe or a corrupt KERNELBASE.dll or a missing KERNELBASE.dll, etc.

the WFC was renamed for easier CLI launching, originally called Windows Firewall Control. (Windows Firewall Control)
I just made it a point to relaunch the installer, and the only thing that comes up on the Windows Logs/Application area is the above error--nothing more for that time; and nothing more for that time-date stamp anywhere else that I can find.
I have noted the lack of obvious error when launching several different version numbers of this program, and this oddity seems very strange as I have used Clanger's v4 NTLite preset on the very system I am on atm without installation issue(s). which leads me to doubt it is something awry with the .iso and possibly a (inadvertent?) setting change I made--hence the "what. is doing the preventing of this particular installer from running"
I am also attempting to work directly with author on this issue, addressing this from two venues, as it were :)

are there programs that can "step" another program for each of its attempts to function and catalog them? would be my only guess to determine why this program alone (seemingly) is not functioning and determine the cause, that that cause may be corrected, one way or another.

Why yes, they are called Debuggers, and in Visual Studio you would press F5. You would need the source code mind.

I see - you will need the source code. If the authors of the WFC.exe Installer can provide you the code, then you can make a start. Othrewise, youd best raise an enquiry with their customer support. In either event, you would need contact the support line of the WFC.exe Installer.
