.exe virus!!!!!! Help please

None of my programs will start. it is always a .exe file that it says is infected with a virus. How can I get rid of this. I cannot seem to start any antivirus software

download malwarebytes and run it in safe mode.

tried that and it found things but when you then open in normal mode the same error message comes up about any program you try to start
