Explorer crashing. Cannot access PhotoViewer.dll

Just installed Windows 7 Ultimate x64 last week and I'm having issues with opening any digital photo (or any file that would open in the Windows Photo Viewer app). Every time I try to open it from windows explorer it crashes explorer. It generates three events in the Application Logs, which I will show in order of occurence below.

A sidenote: I have installed Picasa 3 which installs its own Photo Viewer, so I thought that might be the issue.

STEPS I'VE TRIED TO RESOLVE ISSUE:

1. I tried reinstalling Picasa 3 in case it somehow corrupted something with the built-in photo viewier, no luck.
2. I tried booting from the Win 7 dvd and doing a system repair, no luck.
3. I tried adding the "Take Ownership" registry hack to the right-click menu and taking ownership of the folder shown in the error logs below (C:\Program Files\Windows Photo Viewer\), then giving myself Full Access to the folder, no luck.
4. Next step would be doing a full OS Repair/Upgrade, but I wanted to post on this forum first.

3. Check and repair the file system by running CHKDSK. To run CHKDSK, click Start, click Run, type CMD, and then click OK. At the command prompt, type CHKDSK /F, and then press ENTER.
4. If the problem persists, restore the file from a backup copy.
5. Determine whether other files on the same disk can be opened. If not, the disk might be damaged. If it is a hard disk, contact your administrator or computer hardware vendor for further assistance.

I also forgot to add one step I tried taking to resolve the issue. I turned off UAC, rebooted, but no change.

Would you suggest I try to do a full-blown repair of windows?

I performed an "sfc /scannow" after seeing an event in my logs saying that the Photoviewer.dll is corrupted. After running the scan it returned the following:

So now I think I may have to pop in the Windows 7 disk and perform a repair. I'm hoping this will solve the problem.

Solved the problem by doing a Windows 7 Repair install.
