Explorer has stopped working after logging on (Please Help!)

Hello,

I'm new to the forums. I just recently had an issue come up on my computer and I have no idea why it's happening and what to do about it.

A couple days ago, one of the other users of my computer went to login and after logging in, was presented with a black screen and a message that said Explorer has stopped working. I restarted and when they went to logon again, the same thing happened. I logged them off and logged myself on. Everything was fine. I switched users and went to the other two users. They were all fine. Then I went back to the original user that tried to logon and it worked fine. So basically, if someone else logs in, explorer wont work, but if I login, everything is perfect. And I just found out some more info. Apparently, no one can successfully login to their user unless if I'm logged in at the same time they are logged in. What the heck is going on?

Here is what it tells me after I logged in one of the other users for the explorer has stopped working problem details:

I'm pretty sure this has nothing to do with this, but I also recently through the turning windows features on or off menu in control panal, disabled internet explorer 9 because it was running multiple instances in the background eating up RAM and I couldn't stop them. I didn't even need it anyway cause I always use chrome.

I still haven't fixed the problem. I have no idea what is going on. Can anyone help?

Edit: Some new info has just come up. I think this problem could be related to this rsa64.dll that avast tells me is a virus. Scanning with every program I have.
