Explorer does not open at root directory

The default CMD line is C:\Windows\explorer.exe and it opens on libraries
Change the CMD line to C:\Windows\explorer.exe c:\ and it will open at root directory

Sorry, I wasn't clear on my explanation:
On the desktop Explorer shortcut, right click on it - properties.
On shortcut tab change the target line from C:\Windows\explorer.exe to C:\Windows\explorer.exe c:\ and hit apply.

Explorer is a very weak file manager. And it mixes links with paths.
My was opening on Libraries.
