ext USB device not accessible within normal Win7Pro Explorer OPs

Within normal Win7Pro boot/load/operations,
Explorer left-panel, clicking USB device:
in the blue banner:
Location is not available
in the grey box:
[d:] is not accessible.
Access is denied.

Within Win7Pro Explorer left-panel, clicking Format for USB device:
in the blue banner:
Format [usb device name] ([d:]\)
in the grey box:
You do not have sufficient rights to perform this operation.

Within Win7Pro F8/SafeMode with network...
Concerning any external USB device, I can --
-- rename
-- format
-- access, read, write

I have this posted here and in bleepingcomputer forum because if there is no software-wise solution, I may need to rush laptop to Altex Electronics for the hardware solution, unless I can fix HDW at home.

assuming you require 1 and 2 to be the same as 3 ie full rights, i'd opt to download tweaking.com.

choose reset permissions.

I will run Windows Repair again real soon. Also, within each usb device's security tab, trying to grant more power returns an access denied message. Is there a way to reset Windows 7 Pro's treatment of any/all ext USB devices to factory spec, not the whole Windows 7, just its treatment of ext USB devices, whether flash drives or 1TB platter-driven hard-drives?

I realized I made a mistake in my first post. Safe Mode [no matter which one] also returns access denied to all usb devices. By all USB devices, I mean: all usb flash drives, all usb platter-driven hard-drives. The mouse works, the ethernet-to-usb works.

Now, if I boot into Macrium Reflect, via either DVD or the embedded boot menu MR, I have access to ext USB 1TB HDDs and flashdrives.

Altex Electronics' tech found the solution: Heimdal Security's Thor Home Premium settings had in its Settings' Thor Vigilance a Yes/No toggle for Disable USB ports. He changed it from Yes to No. Problem solved. Wholesale take-away: Check security and monitoring utilities for such Yes/No Dis/Enable switches before engaging in continuous long-winded searches.
