External Drives Odd Behaviour

If I cut a file from either of my external drives and paste them to C drive it seems to only copy the file rather than move it.

If I Undo Move from the external drive a I get asked if I want to replace the folder that's already there, the one that I just cut and pasted?!?!

What's going on here?

I have heaps of data that I don't want to lose and so a reformat is not really an option.

Please help.

EDIT: It seems it's every other drive other than C: that is experiencing this "Undo Move" problem.

If I cut a folder from any drive other than C and paste it to C then undo move I get the confirm replace dialog for the folder only, files seem to be working fine.

It's almost as if the undo move command is pasting the folder back to it's original location twice.

All drives other than C: were from a previous build and I had to change the permissions on all of them. They are all working fine except for this annoying undo move problem.

Bump: Very similar to this problem but with me it's only happening with the undo move command.

I tried formatting one of my drives and the problem persists. Could it be a problem with Win7 Explorer rather than drive permissions?
