Just got a 1 TB external hd manufactured by Western Digital (to be used as an external drive for storage).

My problem is that I cannot initialize it as either MBR or GTP, it simply says,

"The request could not be performed because of an I/O device error."

I have looked at my BIOS settings, and all seem to be good. ie. USB 2, I/O auto, etc.

I tried hooking it up to another computer that is running XP Pro 32-bit, and it did not recognize or register in the Disk Management of XP. So, I wasn't able to initialize and Format it using XP.

My Windows 7 Home Prem. 64-bit, recognizes the external hard drive, but I can't initialize or Format it.

Any solutions?

You cannot boot from an external drive, if that is what you are trying to do (MBR).

Ok. Plug in the drive, and it recognizes it right?

Click start and search "Computer Management" and then open Disk Management. Can you format from there?

That's what I've been trying, but it says, "The request could not be performed because of an I/O device error."

Could you try another USB port? If not, you may try re/installing the motherboard drivers.

I brought it to where I bought the hard drive and case, and got them to initialize and format it for $ 10.00.

It works like a charm.
