External HDD jumper block

so i have a Comstar Platinum 250GB external hard drive (EXOT250G). it connects via USB. i opened it up the other day, just to see what was inside, and found a segate barracuda 7200.10 SATA HDD.

First, is this a good HDD?

second, on the label i found instructions on how to connect the drive to the sata cables, etc. but i also noticed that under the Jumper block illustration it had a diagram showing how to place a jumper in the jumper block.

something like this: (~~ is the jumper) [i tried to take a pic but my phones camera is **** :mad:]

now my drive is set up to limit to a 1.5 Gb/s operation. if i take the jumper off, so that it operates at 3Gb/s, will this make my drive faster? or is the USB 2.0 transfer rate not that fast? (i do use it as an external HDD and have it connected by USB 2.0)

USB 2.0 max data rate = 480 Mbit/s = 60 MB/s

Going by that, leave jumper on and be happy.

Connect drive to SATA II port, entirely different story.
