external HDD not being seen in win 7 show as USB-ATA in device mgr

Hi<
I have 2 external enclosures
1 = IDE to USB
2 = SATA to USB

both are Brilliant ecombo enclosures

in computer management can see the sata with 4 partitions but will not allow to assign drive letter also shows as CD icon all partitions are healthy and primary.
drive removed from Seagate free agent external drive that was damaged connector

On Disk 2, did you right click each partition, select 'change drive letter or path', select new in the next window, and try to give them a drive letter? What happens when you do that? If it wants to format them, don't do it if you have data on the partitions. Formatting it will erase all of the data.

when tried to change drive letter was greyed out only active part was delete partition.

Which ones are the externals? the w7 disk should be Disk 0.

disk 2 is the external with 4 partitions, used to be a dual boot machine with XP that is why W7 on disk 1
