External Monitor using Standard VGA Graphics Adapter

I have not been able to successfully install my graphics card after upgrading to windows 7 ultimate.

I would like to know if there is anyway to detect an external monitor using the standard VGA Graphics Adapter as my graphics card.

I have tried multiple times thru the use of this forum to get my graphics card installed but have had no luck. I can only assume that my graphics card is dead or something to that degree. but thank you
