Extremely laggy performance on custom build win 7 x64

Pc specs:
Msi z170a gaming m5
Intel i5 processor
(2x) 8 gig ballistix sport ddr4 ram chip
250gb ssd
2tb hdd
GeForce gtx 970 gpu

The problem: woke up 1 morning and pc wasn't getting any power. Thought it might be power supply so tested on anther pc and it worked. Checked all wire and hardware connection and reseated ram and cpu. Blew off motherboard for dust since I'm using the thermaltake p5 open air chassis. Tried again and pc came on. (Not sure what corrected the issue).

Ok real issue.
Every since I got it back running, it's been running ridiculously choppy. Online java games I used to get 62fps are running at 4 and downloaded games i usually get 120fps are now running at 14. I have multiple displays running so moving between screens and windows takes 7-8 secs to register. Scrolling is delayed. Typing is a chore, and using the pc has become painstaking. I'm currently running Hot cpu tester pro and mem test64 to check for any issues but haven't found anything causing the performance drop.

Any suggestions?

Update:

After 2.5 hours running scans with hot cpu tester and ramtest, i get bsod and pc shuts off.

My suggestion, clean install windows and start over.

Don`t think I`ve ever heard of the ssd brand you`re using, how is it`s health ?

Are you overclocking?
Did you open device manager to see if there is no driver issue?
