Factory Restore Toshiba password and username fail

I factory restored my toshiba satellite after I couldn't remove a file that was causing a virus. We had a few problems but I finally figured it out, but when it finished finalizing it took me straight to entering my password to get in to my laptop but it never got me to set my username and password so now I can not get into my laptop. Please help me. I do not want to system restore again because it caused too many issues and I finally got it to work.

Welcome to Seven forums.

Is it a BIOS or a System password that is required to access the system before boot?
