Failed Update for Microsoft Visual Studio 2012 (KB2781514)

Every day since December 2012 this update tries to install on my laptop and fails. Today I got a message saying Visual Studio has compatability issues when launching Visual Studio. Running Windows 7 Professional SP1 32 bit.

A flaw in visual studio may cause it to become unstable when the .NET 4.5 framework is updated.

Just tried it. Got the following error:
KB2781514 does not apply, or is blocked by another condition on your computer.

Since this is Win 7, is there an issue where 4.5 does not apply to Win7 only Win8?

Have you tried to repair Microsoft Visual Studio 2012 ..... Through programs and features in the control panel

Trying the repair now.. It's taking a long time...
