Are you putting the mods in the data folder? Try
this tutorial. After you install the mods you have to activate them. When you launch the game click on data files first before you click "play" and put a check on the mod you installed to activate it.

if you want to use mods, i strongly recommend using the
nexus mod manger - it makes installing and uninstalling real easy, and helps to resolve any conflicts you may have. you can also turn mods on and off without having to muck about with renaming files etc
video tutorials on how to use it
here - the video is for the nexus manager which is mainly for skyrim, but works great with fallout too.
lots of quality mods
here - use the 'download with manager' links for an easy life.
