using the right click format option windows 7 only offers NTFS
one way to do it is use the command line option ............
click Windows/Start orb -> type cmd.exe in the search box -> press Ctrl+Shift+Enter to get an Administrator Command Line , when prompted, press Yes or enter administrative credentials in the UAC pop-up box.
At the command line prompt, enter
format <drive letter>: /FS:FAT32
you will also be asked in the command prompt for the current volume label then the Y/N to proceed prompt
If its larger than 32gb then windows will give an error message "volume size too big" at the end
