My legal copy of windows 7 professional's explorer and many other things take "forever" to open, I think its because of my several security, monitoring, reporting programs. You can purchase a windows 10 license from Microsoft or OEM[?] once you upgrade from w7 to w10. I'm not sure if even MS has w7 licenses anymore.

You can have a super fast hard drive (SSD) and tons of RAM, but you only have ONE CPU chip, and everything your computer does has to go through that one chip, one step at a time, stepped through by the system clock. So it's a big bottleneck, and the more that you try to push through there, the more things will slow down.

I've fixed many computers like yours, with similar problems, but it takes a while, to do a very thorough cleaning on the hard drive, then eliminating all the things that you don't absolutely HAVE to have running all the time. Then shut down all the Services that you don't need or use*.
*See the Black Viper's website for a list of Services that you can disable or put into Manual Mode.

Then I optimize the OS, by custom tuning the Registry for greatest efficiency. Windows, as it comes from MS is a real mess!

I'd invite you to come down here, and I'd fix that for you, but I think you're too far away! :D:D:D

Good Luck,
