I found several solutions, try each, one may work.
Cannot Delete File - Windows 7 Cannot Verify Location
But since they have 0 bytes, possibly just a boot will be necessary.

chkdsk.exe /f from an elevated command prompt with remove that file all others like it from the index on the next restart
