Periodically I'm getting files 'stuck' and when I go to delete them I get the "File Open In System" thing. I've checked all the usual places - NOTHING will delete these files. I think they are all .bin or .iso's that have been opened with UltraISO. I haven't found anything in UltraISO to force close them.

Are there any file system repair utilities that might unlock these files? :sarc:

You can also try to delete them in safe mode. That would release the handles.

Check your Task Manager to see if they're showing up as still running. And of course, close them if they are. Also, try re-booting your system. That sometimes will do the trick.
