File sharing in a workgroup only displays public folders.

In the office I work at, there are about 15 computers in a workgroup. This is a problem I am having with 2 computers specifically. Both computers are Win7 Pro x64.

When I connect to my computer or the other from a different computer via \\computername\users , I can see all the user accounts on the computer and share directly on the desktops, etc.

When I am on my computer and connect to the second computer via \\computername2\users , I only see the public folder.

This is true for both computers 1 & 2:
Home or Work (Current Profile)
Network Discovery - On
File and Printer Sharing - On
Public Folder Sharing - On
Media Streaming - Off
File Sharing Connections - 128-bit encryption (recommended)
Password protected sharing - off
Homegroup connections - Allow Windows to manage connections (recommended)

I would like access to all user accounts and non-public folders, as I have with all other computers. With this one I only have access to public folders, and this is the computer I share most with, so it is a big inconvenience. Is something not configured correctly?

Thanks for any help

I followed these steps, but am now getting and error that I do not have permission to access the folder. (I checked permissions and the users are listed as "everyone")
Regardless, this is not how the other computers are set up. It seems as if the working computers are defaulted to share everything with the workgroup. It is only these two computers that cannot access eachother outside of the "public" folder.

What I'm looking for is "C:\Users\" Account1, Account2, Account3, Public.
What I'm seeing is "C:\\Users\" Public.

The computers you are having problems with are they assigned to the same workgroup ?
