I have tried several personal firewalls and have yet to find one of the free ones that will allow you to set firewall rules that allow only a specific ip or ip's to connect to a specific application. Most only have a trusted ip list.
Online Armor has this functionality but not for the free version.
I dont recall whether comodo has this ability but I did not like that comodo would have several outbound connections even when I did not have anything that should be connected out to the internet (something to do with cloud?).
