if i zoom out, it stays the same size as everything gets smaller around it and gets swallowed up by its surroundings
zooming in everything gets bigger besides the game
man this is annoying

I can't see the settings myself, but I would try to find a setting that might cause this.
Also, try running IE with the add ons disabled.

If pressing
CTRL + or CTRL 0 doesnt help,
You may try uninstalling the Flash player with Adobes uninstall tool, and re-install a fresh copy.

The problem happens under multiple browsers?
Definitely related to Flash in that case. Sadly, there is not much that we can suggest apart from removing and re-installing it as well as changing the settings to see if one makes a difference.
