Flashing networking icon in XP not found in Win7 plus another question

I just switch to Win7 last week. It's Win7 Home Basic Edition.
In my old XP, there's a green networking icon at right bottom corner, when there's traffic, it flashes. This icon is useful when i downloading large file so i can tell that if the downloading is still active. In Win7 i don't see that green flashing icon?

second question. I have an old TV card, when I plug in, Win7 installed driver automatically.. so driver has been installed.. but how to watch TV? the TV card comes with an application that is not compatible with Win7

The icon does not exist as far as I'm aware in Windows 7 at all. I have certainly never seen it.

You should be able to use Windows Media Center (WMC) for watching TV on your computer. Follow the link below to get some information on TV in WMC. The article is for Vista but still applies to WMC in Windows 7.
