Flickering problem?

All my windows etc. are just flickering. I have no idea when the problem began. This annoying flickering starts just randomly and it is on any window. Help, please.

Go to search type in word device manager. Make sure there are no yellow markers by the graphics driver and make sure its up to date.

If it is, make a clean boot to see if other software is the cause.

How to troubleshoot a problem by performing a clean boot in Windows Vista or in Windows 7

Everything seems okay in device manager. No signs of danger. Even though making a clean boot, would it fix something?

Have you tried a different monitor?

How can my monitor be the cause if it's clearly visible that only few certain windows flick annoyingly fast from time to time. Must be something in the OS.
